Future Designation and Management

Whereas, the Board of Owyhee County Commissioners signed the Owyhee Initiative, during the summer of 2001, a proposal for development of a program to preserve the heritage of Owyhee County in the future and,

Whereas, the Owyhee County Commissioners also published a proposal for protection of cultural resources, and achievement of sound landscape ecosystem management and economic stability in Owyhee Country and

Whereas, the Owyhee County Commissioners invited a diverse group of interests to develop legislation to protect the Owyhee Canyonlands, the local culture and economy and

Whereas, Idaho Senator Mike Crapo has indicated support for the process and results of the collaborative approach represented by the Owyhee Initiative and,

Whereas, the Idaho Outfitters and Guides Association is one of the eleven interest groups directly represented in the Owyhee Initiative and

Whereas, the IOGA has been involved in Owyhee County land use management issues during the past three decades and

Whereas, the Idaho outfitting and guiding industry has been providing service to the guided public for boating, hunting and other recreation opportunities in Owyhee County since the 1970s and

Whereas, the cultural resources, soil integrity, role of fire, species conservation including sage grouse and California bighorn sheep, noxious weed invasion, recreation use, indiscriminate use of off road vehicles, maintenance of historic economic stability, specific Wilderness Study Areas and rivers eligible for Wild and Scenic designation are of interest to the IOGA and to the outfitter/guides licensed and special use permitted as recreation service providers on Owyhee County lands and waters,

Therefore Be It Resolved that the IOGA supports 163 miles of river in the Owyhee River Basin as identified on page 61 of the 1999 Bureau of Land Management Owyhee Resource Management Plan (RMP-December 30, 1999) and 121 miles of river in the Bruneau River basin (Jarbidge River-29 miles; Sheep Creek-21 miles; Bruneau River-71 miles) for designation under the national Wild and Scenic Rivers Act and further

Therefore Be It Resolved that the IOGA supports 195,980 acres of Wilderness Study Area (WSA) lands recommended by the Bureau of Land Management to Congress in 1992 within the Owyhee Resource Area listed on page 43 of the Owyhee Resource Management Plan (RMP–December 30, 1999) for designation as Wilderness and 37,540 acres of Wilderness Study Areas lands recommended by BLM to Congress in 1992 including the 20,800 acre Bruneau River-Sheep Creek WSA and the 16,740 acre Jarbidge River WSA as outlined in the Idaho Wilderness Study Report-Volume 1 (USDI-BLM, 1991) for designation as Wilderness and further

Therefore Be It Resolved that IOGA supports congressional designation for specific Wild and Scenic rivers and Wilderness Study Areas in Owyhee County with special language in enacting legislation that focuses on past and present use by the outfitted public and that subsequent agency management not include excessive restrictions on the outfitted public and further

Therefore Be It Resolved that the IOGA supports aggressive county, state and federal government enforcement of indiscriminate off-road vehicle use in Owyhee County and further

Therefore Be It Resolved that the IOGA supports an aggressive program of Owyhee County restoration of sage grouse habitat along with public lands burned by wildfire in recent times where noxious weeds have been especially invasive.
