Outfitting in the government shutdown

As of this morning (Oct 1), the federal government is in a lapse of appropriations (“shutdown”). Many of you operate under USFS and/or BLM permits. Based on both agencies’ current shutdown plans, here’s what to expect:
Most public lands will remain accessible, but expect reduced services and some site-specific closures. Roads/trails may be open while buildings, visitor centers, and some facilities are closed or unstaffed.
Permitted trips can generally continue if they don’t require on-site agency oversight/monitoring. So being outside of core river season most operations should be good. Carry your permit/stipulations (even if you normally might not) and be as self-sufficient as possible (sanitation, trash). Law enforcement and wildfire response continue—don’t assume lack of enforcement.
Facilities may be unmaintained or closed. If your operation relies on agency-maintained infrastructure (e.g., restrooms, boat ramps, campgrounds, water systems), have a plan B if those services aren’t available.
Recreation.gov may be impacted. If a location isn’t fully staffed, existing reservations may not be honored; refunds are handled after the shutdown. Always check locally before staging trips tied to reservations.
No new permit actions. Expect delays or pauses on new or amended Special Use Permits (SUPs), additional-use requests, renewals/transfers, or other adjustments that require staff action.
Practical tips: Build extra time into logistics, verify site status with local offices when reachable, keep a paper trail of guidance you receive, and have backups for access, parking, staging, and restrooms.
This will not impact IDFG or IOGLB (DOPL) enforcement.

UPDATE: Here is the official USFS guidance from the D.C. office to partners related to recreation and outfitting:
National Forest recreation sites remain open during the Federal
government’s lapse in funding. However, some services may be limited or unavailable.
Our ability to maintain this operational status will be continuously monitored and is
subject to change based on budget considerations and Administration priorities. Forest
Service employees who directly support developed recreation site operations are
continuing to work. Volunteer activities, such as campground hosting, will continue
under existing agreements. Outfitter and guide services may continue under existing
agreements. Regular seasonal closures will proceed as planned. Visitor centers, unless
operated by a third party, will be closed. Concessionaire operations are not impacted by
the lapse in funding. Recreation special uses, such as ski areas, are also continuing
operations. Partner and contract work under existing funded agreements is currently
ongoing and will continue as funding allows.
